Location: Washington, DC

Compensation: $1500–$2500/week, depending on experience.

Timeline: Full time from start through November 15.

Elissa Silverman is running for her third term as an Independent At-Large DC Councilmember (elissafordc.com). She has focused her career on making the District and its government accountable, responsive and accessible to residents.

She currently serves as the chair of the Council’s Committee on Labor and Workforce Development, in which she oversees the District’s programs to benefit workers including unemployment insurance and paid family leave. In fact, Elissa co-wrote and co-introduced the law that created the paid family leave program and worked with the Bowser administration on implementation. Making sure that the District remains affordable, especially for longtime residents and growing families, has been a major focus of her legislative agenda. She is laser-focused on accountability and results for the money the city spends on city contracts, and she continues to speak out against wasteful government spending.

We are seeking a campaign manager to build a broad, effective grassroots campaign, to oversee all day-to-day operations of the campaign, and to help set and refine strategy with the campaign leadership team (including the Candidate, Campaign Chair, Treasurer, and other key core team members).

Responsibilities include:

• Oversee all aspects of the strategic planning and execution of a District-wide campaign plan, including: field operations, communications, fundraising, and volunteer recruitment.
• Assist in managing the candidate’s time and priorities in coordination with her daily DC Council schedule. This may include staffing the candidate at events during the day, at night, and on the weekends.
• Manage a team including citywide field staff, design and Web staff, Event Coordinator and others.
• Identify and secure endorsements from key allies, including individuals and organizations in every ward of the District.
• Recruit and guide volunteers with varying skills and experiences.
• Execute an aggressive fundraising plan focused on small-dollar donors, thus maximizing DC’s new public financing system.
• Track voter contact in NGP VAN and manage complex data sets, with support staff and volunteers as needed.
• Organize training for ward-based precinct captains and other volunteers. 
• Assist the Event Coordinator in facilitating meet and greets, community gatherings, and other events.
• Work with staff to develop voter contact materials, such as door knocking and phone banking scripts, call lists and campaign flyers.
• Coordinate with vendors.
• Oversee the development of paid media (online ads, direct mail) including production, distribution, and broadcast.
• Implement a proactive media campaign, including social media posts, media outreach, letters to the editor, editorials/op-eds, press releases, outreach emails, and other materials.
• Serve as an on-the-record spokesperson for the campaign and coordinate statements for campaign spokespersons.
• Manage fiduciary oversight, legal administration, and adherence to campaign finance reporting requirements. This work will be performed in close collaboration with the Treasurer.

Desired qualifications/Requirements:

• Familiarity with electoral organizing platforms, such as the Voter Activation Network (VAN), and other organizing tools like Action Network, ActBlue, and more.
• One or more cycles of electoral campaign work.
• Proven track record in coalition building, grassroots or field campaign organizing.
• Ability to manage conflict with savvy and maturity, including experience working with volunteers.
• Ability to work with diverse communities, serve as a team leader, and maintain a sense of humor.
